Current efforts to deal with traffic congestion are doomed to fail because they are piecemeal. They are incremental. They lack a necessary big picture vision of how each specific proposed building project will fit with the whole or how much the whole will cost and can be financed. Current planning methods presume there will be major tax increases later. Transportation and transit are not issues that can be addressed one piece at a time. A long-term, comprehensive 50-year plan is necessary.
